            active data control entry (e.g., dsmonStatsControlEntry),
            will be validated with respect to the new counter

            profile referenced in the data collection is valid, then
            that collection will be restarted.  Otherwise, the RowStatus
            object (e.g., dsmonStatsControlStatus) will be set to
